can i sign in with my pc on the website

i lost my iphone but i need my contacts i saved on icloud, how do i do that? i want to know if i can use my computer to sign in? Its not a macbook though

Go to www.icloud.com.
Enter your Apple ID and password.
Click on Contacts.

Note that this will only work if you have set your contacts to sync with iCloud. But the computer does not need to be a Mac.
