Can I set the resolution for RAW on my iPhone XS Max?

This AM I took a RAW photo with ProShot using XS Max. The RAW file was less than 10mb and the JPEG was 2mb.

That’s file size, not resolution. Using the ViewExif app to see resolution, a photo I took yesterday with my XS Max using the normal camera app produced a jpg with resolution 4032x3024 pixels. That’s = 12.19 MPixels. File size is 3.05 MB. My camera is set to the High Efficiency mode in settings under Formats.

Curious why you’re shooting in raw to begin with. I totally understand it and use it with my DSLR, post editing in Adobe Lightroom or Photoshop, mainly for important and/or shots with incredible scenery. Asking because it’s easy for someone to read about raw and think it’s better, but you really need to spend a lot of time with the photos editing afterward and the files are huge relative to jpg. Raw vs. jpg does not change the resolution. Raw files are not processed with software after shooting like jpg, you have to adjust for white balance etc. Raw files should come out in max camera resolution automatically since they have not been processed and or file size reduced by the camera.
