Can I set a photo to be the default photo of all contacts?

You have to set them individually. AFAIK, there is not way to set a single image to ALL contacts. Perhaps there's a 3rd party app that will do that, but it cannot be done via the Contacts app.

Out of curiosity, why do you want to do this? What is the point?

You have to set photos one by one only.
