Can I save pictures from my iCloud to a USB or external drive to free up space on my iCloud?

I read the article already on the differences between the Photo Stream and Photo Library but I am still not clear on the above question/process.

You can save pictures to your USB/external drive and then remove them from iCloud. That will remove them on all your devices using iCloud drive.
