iMessages yes. Conventional SMS no even if your ipad have a SIM card. Unless you jailbreak it and install a tweak named "SwirlySMS" and if you chose to go down that road or swirlysms, make sure it's compatible with your ipad ios version.

Yes, unless your carrier has an app that allows you to send texts like Verizon does with their Verizon Messages app
