Only if your iPad had been jailbroken before and you saved your SHSH Blobs.

Even with the SHSH blobs, no way to downgrade iPad 2 on 6.1.3.

Saving blobs is mostly a waste these days unless you have an older device or are hoping to use them in the future. IMHO
