I need some information about Apple account,because i want to open an account.

for example if i pay 99$ this years and i don't pay the next year and 2 years later i want to reopen my account did i pay for the passed years ??

Could you please elaborate? What type of Apple account are you referring to?

If you're referring to the iOS Developer Program, the fee is $99 per year. That means each year, you want to be a part of that program, you will need to pay $99.

for example i pay 2014 99$,
2015 i don't pay ,
2016 i want to reopen my account, did i pay 99$ for 2015?? or restart from 2016!!

Let's say you paid $99 on January 1, 2015. That year's fee will expire on January 1, 2016. If you opted not to pay in 2016 and 2017, but then decided to pay on January 1, 2018, no problem. The fee that you paid in 2015 does NOT pay for 2016 and 2017 and neither does the fee you will pay in 2018. It is a per year fee.

I guess you should be able to resume your account. Why don't you drop in a mail to Apple to confirm this?

Be advised, when you drop out of the developer program, any apps are removed from the AppStore. When you re-up your subscription/enrollment, you will have to resubmit your apps.

If you are only signing up to get access to the iOS beta releases, no worries.
