Can I force photos to upload from my iPhone to iCloud?

My iPhone 6+ has not uploaded any photos for the past two weeks (355 images). I have a 200Gb iCloud account, and still have 134Gb remaining. When I check iCloud -> Photos on my phone it says "355 items to Upload - 4,498 Photos to Download". Every few seconds a blue bar momentarily appears and it says uploading and downloading but the numbers don't change. My phone has 42.9GB storage remaining.

Open the Photos app...while the phone is plugged in and on wifi...then leave it alone for a while...let it do its thing.
