can I downgrade iOS?

hi there

I was given hand down apple iPad 2 (3G+WiFI) 64 GB model from my mom, I felt this devices perform really slow and unstable

is that possible to downrage the iOS version, currently it run 9.3.1 version,
if it is? how? if not yeah, I guess I'm going to stop there. I'm not really familiar to apple product since I won't be able to afford it as I am still student, but I do familiar with computer running windows.

No, you cannot downgrade. Having said that, you can erase everything on it and then set it up as new again. That should help.

A hard reset isn't enough. You need to restore the phone.

I just hope apple didn't push later upcoming version of iOS that kill my devices :/

If you back up your device with iTunes using encrypting. Then restore your device from iTunes all your applications will be put right back in your folders you created including all information and passwords.
