can i downgrade from ios 9.3.2 on iphone 4s to a lower version? like 7 or something?

You can't do that.
You can only downgrade for a short period when a new version is published. and thats only for that version to the pevious one. But 9.3.3 is already out which might improve things.
Also setting up as a new iphone helped me a lot when I had a 4s.

I know it is a pain to set up as new, but it worked wonders for setting up my sister's iPhone 4S. It runs iOS 9.3.3 pretty zippy now.
