Can a blocked number tell they're being blocked?

Nope. The call will roll to voicemail and if they leave a message you'll never get notified.

It basically works the same way as Do Not Disturb. They hear the phone ring, but no one answers. That's it.

So how would a smart and crafty person know? If they call, it just rings like no one is near their phone. If they text, they just don't get a reply. They might guess after repeated unsuccessful tries, but they wouldn't know for sure.

Well say I block you and you call me it goes to vm, you could simple just set your phone to unknown and call me it goes through, so ergo pretty easy to tell I blocked your number. Very simply.
