Can’t set up for family member on minor child’s phone

I could ask y’all this instead of dealing with VZW! I was told I needed an iPhone even though I have cellular. I have a watch too. This is for my 10 1/2 yo who does not have a phone. Can’t use Daddys since it’s Android. Adult child has a watch too and I eventually want to connect. So does minor teen but my priority is getting 10 1/2 yo connected after seeing Sound of Freedom! It won’t let me set up for a family member on minor teens phone because he’s not an organizer!
