bluetooth in the new OS 3

I read the os3 walk through posted here and it was useful but it did'nt explain if Apple made the bluetooth more useable on the new OS.

Unless I have been doing things wrong, the iPhone won't really connect to other bluetooth mobile phone or PCs' it seems to only connect to headphones etc.
Anyone know if Apple addressed this problem?

They have said that you will be able to send files over Bluetooth with other mobile devices, and there is now Bluetooth tethering where available... I think the file transfer is coming later via third party apps.... But apple has made it possible, they said they did so..

I was flabbergasted to find out you still can't do bluetooth file transfers with this phone, I was doing that 5 years ago with a pos flip phone..
