Best way to transfer from a work phone while keeping personal info?

The person's current apple ID is associated to his work email.

I am wondering if it is possible and how to keep everything associated with his current apple ID but with a new apple ID
Or maybe just a new email associated with the apple ID.

I'm thinking it would work if,

Change the email associated with his apple ID.
(best if apple email?)
Make sure the old is backed up to iCloud.
Get the new phone and set it up from backup?

Hope that makes sense.

Ok, is this phone managed by his employer by a UEM Suite (ie Blackberry Spark), or is it a phone that they tossed his way and said “Here ya go....” ?

What are they trying to keep ?

One could create an Apple ID and add the old one to Family Plan. All their purchases can the be re-downloaded.

Any data that was created on the device can be saved to OneDrive.

What they are trying to save is important, because certain things can be done easily (Contacts) without linking IDs.
