It's an app that launches your favorite apps or actions. When you open it, you get what you see in this picture. The left and center columns are what I have programmed for favorite actions. If you touch and hold the icons in the right column, it opens a new menu of favorite apps/actions/shortcuts. (I'm a cop, so the "call a cop" group are shortcuts to coworkers I call most frequently.)
