Backup and then restore health data only with a new phone

So, I currently have an apple watch that I use regularly for exercise. I also typically set up new iphones as new phones, I do not restore from any backup.

If I create a local encrypted backup (this should contain all my health data) and then get a new iphone, I can just restore the health data? I don't want the apps etc.

I have never went through a restore process, so I have no idea.

There are apps that can extract only the health data from (encrypted) backups and strip the rest.
