Has anybody noticed that after installing iOS 7.1 that when a contact is added or updated in contacts on one device it does not automatically add or update on other devices, even though iCloud is 'on' on both devices? I'm having to either type in the contact change or addition into each device or email the contact to myself.

I would try turning iCloud off on the device not getting updated then back on it try a hard reboot .. Also update a contact and check on iCloud.com and see if the contact is updated
