Yes, it will “offload unused apps” when storage space gets low - at least that’s my understanding...:cool:

I have TomTom installed on my iPhone. It has the map of Europe downloaded and takes over 7.13GB in settings. When I chose the offload feature for it, it simply deleted the app that took 189.5MB of storage. The map itself stayed on my device.

All I want to clarify is that the offload unused apps feature is not that helpful if your apps have more content in it than the app size itself.

That sounds like a bug. Did you report it to Apple?
