What's the deal with the AT&T unlimited throttling? I haven't heard anything in a while and want to know if I can use unlimited without being throttled

oh God this is gonna be great, and I read online that they are still throttling "congested" areas?
You don't. Possibly because of the speeds you are getting. But you are using many different towers as you move around throughout the day. Odds are all of them won't be congested all of the time.
