I assume “M2 Design Center” is a generic statement by Apple. M2 is already in the books and M3 already has a prototype being given extensive testing.
Regardless, what it means is that Apple is going even deeper into being a semiconductor company. A billion euro definitely gets plenty more R&D lab wafer creation capability as well as engineers. And I’ll bet Apple sees something a few years out that can impact Apple Silicon
