Sorry if this has been posted before but I have some questions regarding Apple Pay. Can you use it anywhere that supports general NFC payments; and can you use it if you are out of service and have no data?

My guess is that yes, you can use it with no data and no service. The credit card info is stored in encrypted mode on your phone. The connection to the NFC / Pay terminal is via Bluetooth LE, and the connection to the credit card issuer for validation is done via the POS terminal, so I see no reason why it would not work.
