Apple Pay doesn’t support App Store card

Has anybody come across this problem as well? I tried using the same card type for Apple Pay that I do for the App Store/iTunes, but it says re-issue or does not support Apple Pay. Does that make sense?

Yes it does
Not all banks / card issuers support Apple Pay
I have a cars issuer who does not support Apple Pay , my other card issuer supports Apple Pay so I use that card for Apple Pay
