Even if I download something from Apple Music and it has iphone icon at the top right side, which shows it should be on my device, but if i do Show Available Music Offline, my music is blank.And it looks like, Apple music has put all my songs on icloud on its own along with the ones i downloaded from Apple Music

Try putting your device in Airplane Mode and see if you can play that music.
