Please elaborate. What do mean by without restriction?

If you mean: “Save it on your computer so you can listen to it outside of Apple Music” then this is illegal and should not be discussed on this forum.

The only way possible I think, is to purchase the music that you want to listen to without restriction.

Why would you do that in the first place? As is, you can listen to your Music just about anywhere, as long as you have your Apple device with you.
