Apple Music Sync iCloud Library on iTunes.

I have enabled the Sync to iCloud music library. most of my songs are either apple music or purchased..some of them matched and some uploaded status.. i have some 27 songs still in my iTunes library which still shows waiting and are not syncing .. i checked all the files all of them are mp3 songs. they are still available on my iPhone. i am not sure why the status is not changing.. is anyone facing the same issue?

is there any way to add local finder files to the iTunes when we enable iCloud music library?
