Are you still able to send people that has iOS devices Apple Music songs? If so, what is the advantage to having family Apple Music subscription?

Yes.
Benefit of family plan, to my knowledge, more than anything is cost. Multiple simultaneous connections with no limitations is far cheaper than 5 individual plans. Other benefit: If you are the family plan owner, it gives you some control over child members usage.

In terms of sharing songs (or even better IME, playlists): provided the device has Apple Music and a subscription (iOS or not), they can click the shared link and it opens in the Apple Music app.

You can, as long as the other person subscribes to Music. If they don't, they'll only get a short sample of the song.
