app to edit pictures with arrows comments highlight

I am looking for an app that will allow be to edit photos on my phone where I can insert notes, comments, circle items, draw arrows, highlight, and do the normal editing like cropping.

For example, would like to point to items in a picture, or screen shot of items I am talking about when I forward the photo.

Hope I have explained myself as I am having a hard time finding this kind of app. Guess it would be like snagit so I can annotate the picture..

You could use something like Notability for that. You'll save the photo as a .pdf, but it's great for what you've just described.

Well I have two options for you
1. I have seen an app that allows you to add comments, shapes and more it's called: sketches (now there's also sketches 2). Check them out.

2. Which I believe suits all your needs, download a note-taking app like goodnotes, upad etc that allows you to add text, figures, hand-writing...well, everything you need! There are free versions of this apps. The problem is that most (if not all) are available for iPad ONLY.
