App for Creating Transparent PNGs?

I'm trying to find an app that will allow me to create transparent PNGs from scratch, but I can't seem to find one. Any ideas?!? I just want to open the app and create a blank image at a certain dimension...seems easy enough but I've had zero luck.

Pretty sure Paper does it on iPad, but I only have an iPhone.

Thanks—can that create a new image, or does it only work with existing images?

Basically I need something I can open up and say "create a transparent image at x width and y height."

Thanks for looking! There are definitely apps that can do it, I've found (Brushes for one) but the problem is finding ways to export them that preserve transparency--iOS will often save as jpeg, which turns things opaque. I ended up using Pixelmator on my mac, but if anyone comes up with anything in the future I'd love to hear about it...
