Announcements not possible?

The contact site states that announcements can be posted on http://forum.tipb.com/iphone-app-announcements/ but i always get the message that i have no rights to that forum. I already found some infos here that at least 10 posts were necessary to unlock some forum features but still i cannot access that forum. What am i missing?

The forum in question isn't currently active. No one has permission to access it. Just announce your app in the iPhone apps/games or iPad apps/games forum.

This confused me too. Maybe update the Contact page for other people stumbling upon this? Or will that forum be reopened at some point?
