After updating my iPad Air 2 to iOS 8.2, there is no Wi-Fi toggle. What can I do?

the slide bar is there but not as dark as the others in settings, and does not respond at all. i tried resetting all data and networks still nothing . the back up on my pc is now for some reason backed up to have no slide bar.

go to imzdl.com and download the iOS 8.3 IPSW, plug your device into iTunes, click software update while holding the shift key, choose the iOS 8.3 ipsw file, and let the device do the rest
