activation with no sim card att locked 4s

is it possible to activate 4s without a sim installed. I bought a non activated 4s off someone and dont have an att sim that will work. The only att sim i have is old and there is way more metal than the newer ones.

So anyway to just get into the phone and use it lie an ipod touch without phone functions
