Activation Question

Now that I can upgrade to the 3g (thanks ATT I have lost touch on the how to of activation.

Can you still activate "in store"? My PC is quite old and cannot do it by the newest Itunes.

At apple store they will upgrade and activate it but they cannot transfers data
