A new to me discovery

I was sending an email and when I went to highlight a word I noticed I could format my text. Is this new with ios6.1?

I am not getting that pop up display...I am only getting, Define and Suggestions..... What do I need to do?? Is it because I am doing it in a message and not an email?

You have to use the little arrows on the pop up to scroll to more options. The default portion the pops up just has cut, copy, and paste. Tapping the arrow to the right give you these other 2 options.
