2.2.1 upgrade to 3.1.3

My 3g-16gb Iphone is currently operating on 2.2.1. I plane to jailbrake and unlock my phone. Should I avoid this upgrade? What is the best program to jailbrake and unlock my 2.2.1. If I jailbrake and unlock my 2.2.1 can I then upgrade to 3.1.3?
