For Ping test, lower is better. For the upload and download tests, higher his better.

Siri can misspell. I have this server set to Oklahoma City within settings. It still gives me Bixby sometimes

Do the field tests numbers do alot better to determine a week LTE area vs, a strong area? Regarding that, did I read the lower number the better to determine

On my 4S in my house I can have 5 dots and get 1.1 Mbps down & 1.4 Mbps up and in a different spot in my house I can have 1 dot and get 4 Mbps down & 0.5 Mbps up. The signal just says how far away from the tower you are. Data speeds can be affect depending on certain factors like how many people are connected to the tower, how many people are using data at the same time.

I was just giving an example of how signal strength doesn't always determine how fast your data connection speed is.

Correct. The 4S is only capable of 4S speeds. LTE started with the iPhone 5.
