I had never seen this logo until we went to the Olive Garden one day. Then, this weekend, I saw it again in the same area. I noticed there is an AT&T store close by so I'm assuming it's something with them. Bluetooth iBeacon came to mind but we were blocks away so that can't be it.

In case anyone reads this later and was wondering... I did end up cancelling my preorder. Checked the AT&T website ~15 minutes later and I was again eligible for the standard upgrade. So kudos to Apple & AT&T for not causing a huge headache there.
