Camera app for changing photo quality and labeling.

For my job, I inspect railroad bridges, tunnels, waterways and culverts. My daughter has a 6th gen iPod touch that she no longer uses so I would like to try using it for taking photos of the bridges I inspect. I would like a camera app that I can adjust the megapixels and such so that the photo file size is not so large. With the cheap cameras work gives us, I usually put the quality as low as it goes and it is plenty good enough. I would also like a camera app that allows me to put labels in the picture. Not glittery or fancy ones like in Snapchat, but plain text at the top or bottom of the photo that labels what section of the bridge it is, the condition, date, etc. Thanks for the help.
