    I would like to keep the notification center panel visuable all the time. Is this possible?

    Correct. It is meant to be hidden. You can use a gesture to show/hide it so you don't have to click the icon in the menu bar. It's a four finger swipe from the right side edge of the trackpad towards the middle of the trackpad.
