I just got the following from Apple in an email:

There are only minor differences between the last seed build (14A388a) and the build posted to the App Store (14A389). The full OS X Yosemite installer is available as a free upgrade in the App Store. Following installation, look for a software update for iTunes 12. If you still experience critical issues with this build, the project will remain open for your feedback.
I also noticed that iTunes 12.0.1 is now available as an update in the Mac App Store. The iTunes update is a 218MB download.

I'm on the last public beta (14A388b) and am not seeing an update either. Sounds like from your post the only option is to do a full re-install?

If you're already running OS X Yosemite gold master release candidate 3 (GM 3) or public beta 6 (PB 6), you won't need to update to the final release version in the Mac App Store (MAS). While there are minor differences in build numbers between the versions, Apple is considering both GM 3 and PB 6 as "final" and not offering the MAS version to anyone with either of them already installed.
