After following the directions to erase my disk, I clicked "Reinstall a new copy of MacOs" and was greeted by a dialog that said "Unable to contact recovery server" with no way to continue without it.
I was crushed thinking I had a blank disk with no way to reinstall MacOs. Then I remembered that I use wireless Internet Access and that information was likely gone in the erase. I found a network cable and a place to plug it into my wireless A/P. The next time I clicked Reinstall, the reinstall started.
Lesson learned: do not attempt a reinstall until you have a plug-in network connection. You might want to add it to your instructions "How to do a clean install of macOS Mojave" https://www.imore.com/how-do-clean-install-macos
