From an application standpoint, is Mavericks considered an incremental OS X upgrade, or one that will require developers to release Mavericks ready code?

If the latter, is there a tool or feature that can scan my current apps on 10.8.5 and provide a list of apps that are Mavericks ready?

Or should I just wait for the apps I've purchased from the App Store to update, and manually verify those from non-App Store sources?

In OSX - the jump from say 10.7 to 10.8 to 10.9 are like full number increments in iOS... 5 to 6 to 7....

Mavericks should be backward compatible to current apps -- and new apps, and updated apps will be released to take advantage of Maverick's features.

I'm just going to wit for the updates when the time comes.

I've found a few of my apps are not Mavericks ready/compatible. One is Parallels, which I solved today by updating to a supported version. Another app, Neatdesk, won't be ready until mid-November. Since I use that frequently, will not update to Mavericks.
