Tiger and eMac

I have an 1st Gen eMac. It is currently running OS X 10.2.8. I have the DMG of the OSX 10.4 install disk. My DVD drive doesn't work right (it only accepts CDS and spits out DVDs). I copied the contents of the DMG to a flash drive, and I can't get it to boot. What am I doing wrong, and/or is there a better way to install this?

What's your hardware spec? I have an old eMac as well running the same OS X.
