I bought a second hand tablet it has iCloud on it and I can't get a password for
it,thee IID is there but it needs password when I want to remove the application or do a factory reset

I can use the tablet as it is but I would like to restore to factory settings.

You cannot bypass the iCloud activation lock. You need the correct credentials.

I'd contact the party you bought it from and have them wipe it.

This! It's a hard lesson to learned when buying a tablet from someone and they fail to wipe the device before sending it to the buyer.
