I have exactly the same issue, with iPhone 4S. Now the iPad 3 popped the window up however it just showed the message "Success" and now access my network normally. My iPhone 4 continues to access the network normally as well. Seems iPhone 4S is the only suffering at this time.

Tried activation on website... failed, called the suggested number (1-800-331-0500) then it went through with no issues. They asked to turn it off and back on in 5 minutes.

Activation went through... really had to call. All is fine now!
Same here. I figured could be because my 3GS was still on so I turned it off and restarted iPhone 4.
Still get No Service and waiting for activation.
Any step required? Or just sit and wait? Should I keep my 3GS off?

Thanks for the answer but my question was regarding iTunes 9.2 telling me to update to 3.1.3, but I guess that mystery was solved too, just had to click Help/Check for updates and iTunes found iOS 4.
So, nothing to do. Sit down and wait until DEV-TEAM releases the tools. I hope nobody goes...
On same situation as Survivor61, I did connect my iPhone to iTunes 9.2, and it says that a new version is available (3.1.3) anyone knows why? Is it required before going to iOS4?
Edit: Well by clicking Help/Check for Updates it now suggests 4.0.
