I've had the same issues on mine. Ended up wiping the phone and starting from scratch without backup. Seems to have fixed the problem but it could return. I'll keep you posted.
Yes I've noticed it throughout the beta process as well. Bugs the crap out of me. I'm on the phone a lot and rely on being able to see th drop downs as notfitications come through. I reported this via the feedback app on several occasions but it remains on the GM version....at least for me.
I never noticed safari being at the top of my usage list under battery usage until after the 8.1.3 update. My habits haven't changed but I feel like safari is taking more battery than it used to. Just my 2 cents in the last couple days evaluating 8.1.3
