Ok, so what should I do? How can I stop my phone saying that the Device Storage is Full?

Device storage, my iCloud is full

What should I do? My iCloud is full. My device has 7 pictures, no music and 3 apps.

I got the screen of my niece's iPhone 4s fix today and now the top half of the screen doesn't work. She can scroll and swipe the bottom half just fine but when she tries to swipe from the top half nothing happens. It's weird because when it was cracked and missing glass it worked just fine...

Yes, I have an iPad. To be honest my 1.5 year old uses it more than I do. I still find myself going back to my PC for my computer needs....that being said I really use my phone for everything. It's rare that I touch my PC.
