Upgraded to IOS 9 on iPad 4 and iPhone 6. Upgrade totally killed wifi and cellular data on my phone. Reset network connections and did a restart. Nothing. Called apple and was told this is a known problem for some users. Suggested that I remove the sim, do a full reset or wait a couple of days...

Actually I don't think that both parties have to be on VoLTE for the voice and data thing to work. But they do have to be for HD voice.
