I've noticed that sometimes the error circles are bigger than others and that rebooting helps get back to normal. I suspect this is a memory usage issue that affects how well the phone can compute position given the GPS signals.

You have to download all of your apps from Cydia by hand. There is an app that saves/restores JB apps, called AptBackup, but I was not able to get it to work successfully when I jailbroke after upgrading to 3.0.
Notifier works perfectly with 3.0. There was a 3.0 update posted a few days ago on Cydia. I've been using it and it works well. The app opens just fine.
