The person selling it to you must restore the phone to factory settings thus erasing their iCloud account from the device and the ability to deactivate it through the find my phone app/website.

Like stated above using the extra features that already come with the phone is completely free. There are message apps for additional stickers and such. Some of these apps are free of cost to download and other have a fee just like others apps on the App Store. Hope this helps.
