For the .25 seconds more it takes to load settings or the .6 secs more it takes to load safari, I'll take IOS 8 with the myriad of improvements over IOS 7 any day of the week.

Re: iphone 5s Yes and no. The camera, unless disabled in restrictions, can be used at the home screen. But what you can do with the snaps is limited.
